Senior Project Officer (Urban Development) & (Infrastructure)
IMPORTANT INFORMATION: This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c) of Administrative Order No. 2.01 ("Recruitment and Appointment"). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB, if the position continues to be required. This appointment is open to internal and external applicants.
The senior project officer will contribute to the Resident Mission (RM) by supporting and/or leading loan/Technical Assistance (TA) processing and administration, portfolio management, sector work, and other general sector activities, with focus on urban infrastructure and management including its public and private sector operations. The incumbent will report to a designated International Staff.
Supports project preparation, including participation in missions, review of technical designs and cost estimates, liaison with government officials, data and project costing, procurement packaging and related technical issues.
Where assigned, leads in processing and administration of specific loans and TAs
Prepares all documents related to internal procurement, loan extensions, reallocation of loan proceeds, changes in scope and implementation arrangements, and project and/or technical assistance completion reports
Provides advice and training to government ministries, executing agencies (EAs) and sector entities on ADB guidelines on procurement, recruitment of consultants, and preparation of tender documents
Supports or participates in Project Review or Country Portfolio Review missions as a mission member when required.
Supports policy dialogues with government on policy matters and institutional issues.
Conducts research and assists in sector assessments within the context of development aid effectiveness and national sector strategy
Maintains up-to-date knowledge base of future Government investment plans and approval processes, institutional structure and policies relevant to the assigned sectors.
Acts as the focal point for the assigned sector(s) and maintains close relationships with the relevant Government agencies and HQ staff.
Supports the preparation or updating of sector knowledge management plan and dissemination of knowledge products as per the plan.
Organizes, contributes to, supports, and participates in meetings, conferences, seminars, and workshops.
